Waqa Blake has been omitted after misreading the schedule and being late for training, while Hame Sele has been withdrawn with a minor back complaint.
Reagan Campbell-Gillard has been named in the starting side for what will be his 100th NRL game.
The Panthers will wear the white 2019 Away Jersey.
